- it is incomprehensible that the statute fixed the seat of the Union in Collecchio ( Article 1, paragraph 2 ). The location's administrative decision may be taken after its formation may be in a municipality in area "more central" and not by criteria of cost-effectiveness;

- The mayors of the municipalities belonging to the Union in turn assume the post of President of the normally for a period of one year ... "( Article 19, paragraph 1 and 2). This procedure prevents , in our opinion, proper functioning of the institution because it simultaneously causes the loss of the Bureau. The office of President shall not have a shorter duration than that of a legislature or at least three years.
